I am trying to find a way to send MTC data to my new drum machine from Ableton Live, I was hoping that LiveMTC may help, but it appears that it is Mac only and I use Windows. Is there a Windows version of LiveMTC please?

Unfortunately, it is not yet available. It is still on our list, but since there is no budget it’s hard to tell when it will make it to the public.
